RE: LWVUS Council 2013
The National Council of Leaders meeting offers the League a great opportunity to come together as state and national leaders, to discuss the issues facing our democracy and how together we can address those issues. It also provides you the opportunity to access training and leadership development sessions to support you as state League leader.
Given the great positive feedback we received from the last Council attendees about the retreat like qualities the setting offers us, in order to be in a luxury of time and space for thoughtful discussion and learning together, we are again holding Council at The National Conference Center by Dulles Airport (18980 Upper Belmont Place, Leesburg, VA).
We are extending the invitation to you as state President and to one other League leader from your state, perhaps consider someone who is an emerging leader for the state level and who would benefit from a national experience and networking with other League leaders from around the country.
We want to look together with you toward the future and we want to provide the kind of training, idea sharing and dialogue that would be beneficial to you, so are including a State Presidents Survey to help get your feedback before finalizing the agenda.
We look forward to seeing in June and stay tuned for additional information and registration details.

This notice constitutes the official call to the LWVUS Council 2013 to be held Friday June 14 through Monday, June 17, 2013 at the National Conference Center, 18980 Upper Belmont Place, Lansdowne, VA 20176
LWVUS bylaws, Article X, Section 2, provide that the National Council shall be composed of two delegates chosen by the board of each state League, including the District of Columbia, and the LWVUS Board of Directors.
Article X, Section 3 states that all delegates shall be voting members of the League. Each delegate representing a League shall be entitled to vote only if that League has met its per member payment responsibilities. The national board may make an exception in the case of proven hardship. No delegate shall be entitled to more than one vote, and absentee or proxy voting shall not be permitted. Final determination of a delegate’s qualifications or credentials shall be made by the Council.
The powers of Council as stated in Article X, Section 4 to give guidance to the national board on program, budget and methods of work.
In the event of an emergency, the Council may change the program or the budget upon the recommendation of the national board or a state League, using the following procedure:
1.At least eight weeks prior to the Council meeting any state League proposing a change shall submit it to the national board which shall decide whether to recommend it. (April 19, 2013)
2. At least six weeks prior to the Council meeting, the national board shall send to the presidents of local and state Leagues and ILOs all proposed changes. (May 3, 2013)
3. Any change proposed by a state League and not recommended by the national board shall first require a majority vote of the Council for consideration.
4.A three-fifths vote shall be required to adopt any change.
Article X, Section 5 defines a quorum as 35 delegates from state Leagues and the League of Women Voters of the District of Columbia, provided that at least 25 states are represented.
